A metro father is behind bars after police said his children, two toddlers, were found wandering a busy street in the rain in northwest Oklahoma City.

Concerned, good Samaritan Cora Elliott told police she and another family member were pulling into their apartment complex when they saw the girls running down the street.

“They didn't have a shirt; they didn’t have shoes, they only had their diapers on and two soaking wet blankets because it was raining,” said Elliott.

After realizing the girls were alone, Elliot said she tried to track down the girls’ parents.

“We were knocking on everyone's doors and no one was answering,” said Elliott.

Police were called and later found the front door to an apartment at the corner of North Rockwell and West Britton wide open.

“That's where they found the adult, who was supposed to be taking care of the children, inside that apartment passed out,” said Oklahoma City Police Sgt. Megan Morgan.

According to a police report, the father of the 2-year-old girls, Tyler Miller, was passed out while sitting on a toilet.

In the bathroom, police said they recovered a grocery sack of marijuana, several guns, and ammunition.

While police placed their father under arrest reports showed the girls waited in the back seat of a patrol car, where one of them became wedged in a window.

“One of the girls wanted the windows down, so he rolled the window down and her head was sticking out the window, and he rolled it up on her and she was unconscious for a minute and a half or something,” said Elliott.

Elliott said thankfully her mother was on the other side of the car and saw the trapped toddler.

“They were yelling at the police officer ‘roll the window, roll the window down!’ ‘Cause he didn't know. He was trying to figure out where the parents are,” said Elliott.

Reports show once freed, the child came to and "began crying."

“It was just very traumatic for those girls and the mom, bless her heart, she had no idea,” said Elliott.

Reports showed the girls are doing fine. Their mother was at work at the time of the incident.
