Police have released the identities of the man who died while in police custody and the officers involved in the incident.

Police have released the identities of the man who died while in police custody and the officers involved in the incident.

Oklahoma City officers attempted to revive a man on Sunday with Narcan and CPR but said Joshua Lackey, 37, later died at a local hospital.

Police responded to the Argon Apartments at 13600 North Blackwelder Avenue where residents reported seeing Lackey causing a disturbance.

One resident gave News 9 cellphone video of the scene. While you cannot see the suspect in the video, he can be heard yelling.   

Before Lackey made it outside the building, police said a woman reported that he was kicking her door and trying to break into her apartment. A number of other residents called 911 after seeing the man kicking the gate at the pool and looking into the sky, speaking incoherently.

“I’m just kind of shocked at what happened,” said Candice Wilson, resident. “The fact that he was just going around the apartment complex.”

Wilson did not witness the incident but said apartment management emailed residents notifying them of the investigation. Other residents learned from police that Lackey did not live in the complex but would often visit someone who does lives there.

The cellphone video was taken before Lackey stopped breathing.  

Police said once officers handcuffed the man, they had to put him on the ground because he was spitting. When officers noticed Lackey was not breathing, they used two doses of Narcan and attempted CPR before EMSA arrived, but were unable to revive him.

Officials are reviewing the officers' body camera footage and have placed the three officers involved in the incident, Cecil Nave, a four-year veteran of the department; Joseph Bennett, a recruit; and Angel Rivera, a recruit, on administrative leave. 

“Everyone wants to feel safe and so I think that’s the biggest thing for everyone right now,” said Wilson.

This is an on-going investigation and the state medical examiner will determine how Lackey died.
