Officials said Christopher Council led officers and troopers in and out of traffic from south Oklahoma City, to the Oklahoma County Detention Center before he crashed on Southwest 5th Street and Western Avenue, near Xander Honeycutt-Clark's job.

“After I heard that loud bang I came outside and I saw a truck slammed into that guard rail right there,” Honeycutt-Clark said.

After crashing, the man in the truck tried to take off again on foot.

A trooper kicked Council, knocking him to the ground before taking him into custody.

The Oklahoma Highway Patrol said this all started from a traffic stop after Mustang Police were trying to perform a welfare check.

They got a call that someone was possibly under the influence or suffering a mental health episode.

“Not only at the scene there but once we took him to the hospital to try and get him medical help, just to make sure that he was safe enough to take to jail physically he resisted again at the emergency room,” Trooper Eric Foster said.

There were no serious injuries. He is now being held at the Oklahoma County Detention Center and facing two felony complaints.

Those complaints are driving under the influence of alcohol and escaping an arrest.

“When somebody endangers the public going through stop signs going through a populated area at a high rate of speed those turn into felonies very quickly,” Foster said.

His bond is set for $30,000.
