OKLAHOMA CITY -- A man accused of first-degree manslaughter for a fatal wreck in July, was allowed to remain on the road.
Kenneth Russell is accused of killing 86-year-old John Cary after he drove his truck across the center line of MacArthur Boulevard and collided with Cary.
Russell was granted his license, but was since arrested three times in the two months prior to the July crash.
Russell, who blames a medical condition for his driving troubles, has been instructed not to drive.
The Department of Public Safety has been asked by authorities to review Russell's driving status.
