An Oklahoma City Council member was arrested on suspicion of DUI.

According to police, Ward 7 Councilman Skip Kelly was arrested overnight. An Oklahoma City police officer was on routine patrol when he came across a wrecked vehicle around 12:15am Friday morning.

According to Captain Dexter Nelson the officer reported the car was running and the driver, later identified as Kelly, was inside. The officer asked if Kelly was OK, and he said yes.

The officer said Kelly told him a driver pulled out from Northwest 63rd and Shartel, and Kelly tried to avoid the vehicle and ran up on the curb hitting a fire hydrant, knocking it over. Kelly's car was heavily damaged and leaking oil. The officer smelled an odor of alcohol on Kelly, and noticed he had blood shot, watery eyes.

Captain Nelson said Kelly refused a breathalyzer and blood test, but agreed to do a field sobriety test. The officer performed a field sobriety test and arrested Kelly on suspicion of DUI. The officer stated in the report, Kelly's initial story was inconsistent with evidence at the scene.

It's not Kelly's first offense. The councilman also was arrested in April 2009 on suspicion of DUI and given a deferred sentence.
