Something stinks at a Moore apartment complex; the same complex where News 9 reported problems before, and residents are fed up.

It was just one month ago when News 9 told you that The Springs of Moore were double charging some tenants for rent because someone broke into the main office and stole rent money-orders. A legal expert said that’s illegal.

Now tenants have another problem: A big pool of raw sewage in the parking lot. And it’s been there for a while.

The smell?  "It's bad,” said tenant Dennis Arthur, “It's raw sewage. And they don't clean it up. They just leave it lay there. I've thrown soap, everything on it try to keep it down, you know?"

Arthur said he can’t go outside because of the smell and he can’t stay inside because of the bed bugs.

"I’ve been fighting them every day. I mean I have to sleep up on top of the bed and on the couch and it's just taken over my apartment,” said Arthur.

Arthur recently had open heart surgery, and he said the bugs are getting into the incision.

"And then the bugs come around it. And I clean them off as good as I can. And it feels like something biting me now, you know?" he told News 9.

News 9 talked with tenants in three buildings. Those tenants said there is a bed bug infestation.

"Uh we get bit daily. I mean it's every day,” said tenant Fonda Lewis who showed News 9 a couple dozen bedbug bites she said were, “Just from last night."

Sue Jones with Allphase Real Estate, the company that owns the complex said, "No. There's not a bed bug problem on that property.”

Management blames the sewage problem on the owner of an adjacent plaza. The city acknowledges the two properties share the same privately owned sewer line, but both are responsible for fixing it.

"We've seen the plumbers reports and it's past the coming out to do the routine maintenance,” said Moore City Manager Brooks Mitchell, “It needs to be fixed."

Arthur agreed. "It's not right for anybody to live like that."

The city has given the apartment complex and the owner of the plaza till Monday to work out a deal to fix the sewer pipe. News 9 also asked Springs of Moore management why no one cleaned up the sewage till News 9 came out there. They still haven't answered that question.
