CHARLESTON, South Carolina -

An historic rain storm is sitting on top of South Carolina flooding homes and streets and cutting off power to thousands of people.

Dozens of drivers had to be pulled from their flooded vehicles.

A small pickup was swept away and submerged with the driver still inside.

He was eventually pulled to safety by rescue crews.

It was one of more than 200 water rescues reported across the state.

"We haven't had this much rain in Low Country in 1,000 years. That's how big this is," South Carolina Gov. Nikki Haley said.

At least three people have died so far in floodwaters.

North Carolina has seen 13 inches of rainfall over three days, the most on record.
