Witnesses to the shooting told police the suspect vehicle had pulled up next to the victim and shot inside the victim's vehicle. Witnesses said the victim tried to drive away when another gunshot hit the back windshield and also struck him.

Witnesses described the two suspects to police along with the vehicle they were in at the time of the shooting. Several minutes after the shooting, authorities found the suspects and the driver attempted to elude officers, according to the probable cause affidavit.

The suspects also ran from the vehicle and were apprehended after a short pursuit. Authorities said 18-year-old Harold Allen admitted to being a passenger in the vehicle. He was arrested for first degree murder without bond.

Authorities also arrested 44-year-old Samuel Powell, who admitted to being the driver of the vehicle. He was arrested for first degree murder, eluding police, possession of marijuana, possession of a controlled and dangerous substance and possession of a firearm after former felony conviction.

According to the probable cause affidavit, officers found a rifle and what appeared to be a powder burn inside the suspects' vehicle. The examination of the victim's body indicated the wound and projectile fragments were consistent with a rifle, the forensic pathologist said.
