DOC Leader Outlines Execution Protocol Changes

The Oklahoma Department of Corrections (DOC) is making changes to its execution protocols after the death of inmate Clayton Lockett. Director Robert Patton held a press conference Monday in response to the State's findings to outline some of those changes.

Patton said his team has been working for hundreds of hours on a new protocol. When finished, he said he will submit the protocol to the Attorney's General for review. He hopes to have the new protocol in place before the next execution in November. 

In Monday's press conference, Patton said the execution room is in need of upgrades. He said the room will be expanded for more space, get a new paint job and update the equipment. Patton mentioned interest in getting a vein-finder for the room as well as an updated electrocardiogram (EKG). 

Patton also said there will be changes to the execution room's communication equipment. There will be direct communication with the Governor's office during an execution. He said new equipment will make that contact instantaneous. 

Other revisions to the protocol include a better description of terminology used during an execution and making sure staff members are not experiencing a high level of stress during the execution.
