Muskogee Police Make Arrest In Wednesday Homicide

Justin Capps, 18, was arrested on a first-degree murder complaint and is being held at the Muskogee County Jail.

Muskogee police have arrested a man in connection with a fatal shooting late Wednesday.

The shooting occurred in a mobile home park in the 200 block of East Hancock just before midnight.

When police arrived at the home, they found Richard Kosterlizky, 30, dead from a shotgun wound.

Justin Capps, 18, was arrested on a first-degree murder complaint and is being held at the Muskogee County Jail.

Investigators believe the killing stemmed from an ongoing dispute, according to a news release. Spokesperson Cpl. Mike Mahan said Kosterlizky was at the home on Hancock visiting his girlfriend.

Capps is believed to be dating the daughter of Kosterlizky's girlfriend, police said.
