OKLAHOMA CITY --The Oklahoma Veterinary Board said a man who has been offering low-cost pet vaccinations is doing so illegally.

Board Executive Director Cathy Kirkpatrick said James Allen has vaccinated close to 1,000 pets in the last two months, usually in parking lots, in nine different cities in Oklahoma. But she said the shots are not recognized by the state because Allen is neither a veterinarian nor is he operating under a veterinarian's supervision.

Allen said you don't have to be a veterinarian to administer a shot. He said the goal of his clinics is to offer low cost shots to low-income pet owners.

Shariden Mittel had two of her dogs vaccinated at one of Allen's clinics in Del City. Now she worries what exactly was injected into her dogs.

The state Veterinary Board said since the shots administered by Allen aren't recognized by the state, pet owners should have their pets revaccinated.
