OKLAHOMA CITY -- An Oklahoma City filmmaker is apologizing for creating a scene of chaos near a busy highway.

Police responded to a report of kids finding half of a body under the I-44 overpass Monday at Northwest Express. Upon closer inspection, police realized the torso in question was only a pair of pants that had been stuffed with soda bottles, chicken wire and lots of foam.

Police said it may be a prank, but the man responsible says it was an accident.

"There it was on the news and my jaw hit the ground," said James Hawley. "I saw three squad cars and cops roping off the area. I saw that and called the police."

James Hawley says his crew was in the area on Sunday shooting scenes for his independent film called "Sewer Chewer." The film is a horror flick that features a mutant frog that terrorizes people who work or hang out near storm drains. After the crew finished its work, they packed up and went home, but Hawley says they accidentally left the fake torso behind.

He said he's sorry for creating a panic and swears it wasn't a publicity stunt.

"If it was a publicity stunt, I would have left the body in the middle of the road. I would have made a bigger splash. I used to be a promoter, I know how to promote. This was a complete accident," said Hawley.

The movie is expected to be released in August.
