Fulton, N.Y. is under a state of emergency after a weekend winter storm.
The city, north of Syracuse, says it declared the state of emergency because of large amounts of snow accumulation and a roof collapse at the Department of Public Works.
The building houses snow blowers, salt trucks and other machinery necessary for city workers to respond to the area's snowfall.
The National Weather Service said as much as three feet of snow has fallen there.
City officials are asking residents to stay off the streets.
