PCP Found In Suspects' Vehicle After NE OKC Pursuit, Standoff, Police Say

Oklahoma City police were called to an unusual standoff on Monday, according to police officials. The standoff was on four-wheels.

Officers typically respond to suspects barricading themselves for hours inside a home or building. However, the suspects in this case led officers on a pursuit and used their car as a hideout.

A routine traffic stop Monday night near NE 23rd and Santa Fe turned into anything but that.

An officer attempted to pull the driver of silver sedan over, but instead, the driver turned into a nearby Sonic with no intentions of ordering.

“The passenger made a movement as if they were going to exit the vehicle,” said Sgt. Dillon Quirk, Oklahoma City Police Department. “When officers got out of their vehicle, the passenger got back in their vehicle and a pursuit began.”

The driver left Sonic and took off east on NE 23rd street. They never broke the speed limit but refused to stop for several miles.

“The vehicle ultimately came to rest in the area of 23rd and Prospect,” said Quirk. “One occupant of the vehicle came out on their own accord.” 

That was 32-year-old Jacob Campbell. The other person in the car was identified as 30-year-old Emerald Williams and police said she refused to get out of the car. Officers had to call for backup.

“Additional officers arrived with what we refer to as a less-lethal device,” said Quirk. “OC spray.” 

Quirk said Williams eventually surrendered without officers having to use OC spray. When police checked the suspects’ car, they said there was a strong chemical smell inside. An officer found a glass vile with liquid thought to be PCP.

The two suspects were arrested and booked into jail on multiple complaints stemming from the pursuit and for the drugs.

Police said the woman had city traffic warrants. At last check, the two remained booked in the Oklahoma County Detention Center.
