Chelsea Pugh’s relatives said she was the kind of person who could make friends with anybody, she was spontaneous, she loved deeply, and they can’t believe she’s gone.

"I knew how special my sister was," said Jessica Howard.

Chelsea's big sister Howard said the family grew up in Bixby, and Chelsea was like a second mom to her kids.

She said Chelsea was someone she could always count on and said her little sister would drop everything to help a friend.

"We're thankful Chelsea touched so many people and so many people loved her," Howard said.

Her best friend Rhiannon Griffin said Chelsea was always ready for an adventure and brought her out of her shell.

"There's so many things in my life I wouldn't have or wouldn't have done without her," Griffin said.

Chelsea was a pharmacy tech in Sapulpa. She was married to Dustin Pugh, whom family said she loved deeply. The couple have a baby girl, Hadleigh, who is two years old.

Chelsea's mom, Kim Norrid, said Hadleigh was a miracle, since Chelsea wasn't supposed to be able to have kids.

"This is the most precious thing Chelsea ever gave me. She reminds me so much of her," said Norrid.

On Wednesday, Chelsea died after investigators said someone passed in a no passing zone going the opposite direction on East 181st Street South, which is a two-lane road, and hit Chelsea head-on.

Little Hadleigh was in the car but only had minor injuries.

"Thank god we have her," Norrid said. "She survived and it's a blessing."

Chelsea's family and friends said they see her in Hadleigh, in her smile, and her sass, and they say Chelsea will live on in her beautiful memories, and magnetic spirit.

"Her laugh was contagious, and it breaks my heart to know I'll never hear that laugh again," said Norrid.

A woman and an 11-year-old in the other vehicle were sent to the hospital and troopers didn't know their condition Friday.

OHP said since Chelsea was a tribal citizen the FBI will take over the investigation.
