Congresswoman Kendra Horn On Law Enforcement Reform

While Congresswoman Kendra Horn's campaign hasn't been endorsed by any law enforcement organizations, she said a bill she sponsored to increase police funding was endorsed by the National Fraternal Order of Police. News 9's Storme Jones has the story.

While Congresswoman Kendra Horn's campaign hasn't been endorsed by any law enforcement organizations, she said a bill she sponsored to increase police funding was endorsed by the National Fraternal Order of Police. 

Horn’s bill would give law enforcement agencies additional funding for mental health crisis training. In the Senate, the bill is sponsored by Oklahoma’s senior Republican Senator Jim Inhofe.

“No, I don't support defunding the police. I've never supported defunding the police, and that's just not something that I will ever support,” Horn said. “We need our police. We need our first responders and we need bipartisan solutions.”

In June, Horn voted in favor of the George Floyd Justice in Policing Act which, according to the House Judiciary Committee, would ban chokeholds, require body worn cameras for officers, create a national misconduct registry and removed qualified immunity in civil rights lawsuits among other things.

Qualified immunity was created by the Supreme Court and shields government officials, including police officers, from civil liability when making judgement calls.

The bill passed unanimously among House Democrats, with three Republican votes.

Horn said the Justice in Policing Act did not wholly remove qualified immunity.

Asked whether she supports the idea of eliminating qualified immunity, Horn said, “this is a really complex issue that unfortunately a lot of people want to oversimplify down and it's not something that can really be simplified.”

Horn said like many areas, conversations involving policing and law enforcement community relations would be well served by more bipartisan efforts.

“It can't lie in the extremes, we have to address the overall wellbeing of our communities and recognize the needs of our cities and our police department's,” Horn said.
