Norman Officials Detail Plans To Safely Reopen City

The City of Norman will slowly open up its economy. In an announcement Tuesday Mayor Breea Clark said Friday marks the kickoff of a three phased effort. If successful, all restrictions would be lifted by August 1.

The City of Norman will slowly open up its economy. In an announcement Tuesday Mayor Breea Clark said Friday marks the kickoff of a three phased effort. If successful, all restrictions would be lifted by August 1.

Clark signed a healthier at home initiative. Under it, businesses and public facilities would steadily open up but only if they continue to practice social distancing and adhere to strict guidelines.

"I will not risk undoing the progress gained through the sacrifices we’ve all made by staying home and closing our business doors this past month," said Clark.

Phases 1-3 all require face masks for employees and anyone who will have contact with the public.

"If you cannot provide facial coverings for your employees you cannot open. If you cannot do your business in a way that enforces social distancing you cannot open," said Clark.

Starting May 1, phase one will see the opening of retail, dining rooms, fitness centers and adult sports activities. Salons, churches and playgrounds will follow.

Then under phase 2, while entertainment such as bowling, theaters and sporting events will reopen -- Clark said there will be visible changes.

"Many of the events you and your family look forward to like community events and celebrations in the park will not happen. Youth sports will look different," Said Clark.

Then if COVD numbers continue to decline under phase three, dining rooms will open without reservations. And visits to hospitals and nursing homes will resume with temperature checks.

And while the goal is to have businesses back open without restrictions by August, Clark said retailers will have the final say.

"If you don’t want to get back out to businesses yet, don’t. Do what’s right and safe for you and your loved ones,” said Clark.

All businesses will have to adhere to the guidelines. If not, they will be cited.

Just recently Lowe’s was cited after allowing too many people inside.
