A Del City police captain charged with manslaughter turned himself in Friday morning.

Captain Randy Harrison surrendered at the Oklahoma County jail Friday just before 8 a.m. Prosecutors charged Harrison Thursday with manslaughter for killing 18-year-old Dane Scott Jr.

Harrison's attorney Irven Box says this is an open and shut case, and that the officer was justified in shooting the 18 year old in the back because he was evading police.

Police say Scott led them on a chase, crashed his car then ran away. According to court documents, Harrison took a gun away from Scott after a struggle; then Scott ran off.

Harrison then shot at Scott three times, but the teen kept running

Finally, while one officer tried to tase Scott, court documents say Harrison shot again hitting Scott in the back. Box says Harrison should be exonerated based on precedents.

"There is a case a little over a year ago where a Nichols Hills officer shot a burglar in the back and killed him, the distinction being this was a white man in Nichols Hills, no charges filed," said Box. "This was a young black man in Del City. I think that this is what I call a ‘squeaky-wheel' case. The people that came in and cried then Jesse Jackson comes to the town and a charge gets filed. It's emotions brought on by the family."

Friends and family started a Facebook page called "Justice for Dane" to express outrage. They've also created a makeshift memorial where Scott was killed.

News 9 attempted to reach the family for comment but we were unable to get a hold of anyone.
