Brad Henry was among the governors in Washington, D.C. Monday for the annual National Governors Association meetings.
The governors are debating what their priorities will be if Congress takes up a second stimulus package.
Some state leaders are pushing for federal money to repair roads, water systems and bridges.
President Bush says he opposes including infrastructure projects in the stimulus package because it's not really a way to get the economy going.
