Earlier in 2006, Kern authored a failed attempt to limit state funding to libraries if they did not "place all children and young adult materials that contain homosexual or sexually explicit subject matter in a special area of the library."

The bill, HB 2158, passed the House but did not receive Senate approval. Click here to read the bill.

In a 2006 press release Kern said a special shelving policy would ensure the state does not undermine parental authority or expose children to material before they are emotionally mature enough to understand it.

"The mind is the greatest computer ever made and what we put in it will come out later," Kern said. "If we expose children to sexual material without parental knowledge and guidance, we're programming them for destruction." Click here to read the full statement.
