Starting Feb. 17, 2009, viewers must have a digital television or converter box for an analog TV.

Although retailers have known about the upcoming change, some stores continue to sell televisions not equipped with the proper tuning devices. Wal-Mart, Target, Sears, and Best Buy are facing nearly $4 million in fines for not warning consumers about purchasing an analog TV.
