Just from this story, it's clear:  If you're looking for a travel agent, go LOCAL!  I had a chance to talk with Dorothy Woodard who's with AAA (39th&portland) and she tells me that's her number 1 suggestion as well. 
She says if you go through a website or out of state companay and you have a problem, who are you going to turn to?  If you deal with a local company, you can go to their office (or we can!) and sit and wait for an answer.
Also she says ask what travel certifications an agency has.  ARC, CLIA, AND ASTA are all good certifications to look for.
And it doesn't hurt if the agency has a 24-hour, tollfree emergency number.  This is crucial for the air traveler who needs quick changes to his or her itinerary while traveling.
