LITTLE ROCK, Ark. (AP) -- Highway crews are struggling to keep up with slippery roads caused by a storm that's spread ice and snow from the southern Plains to the East Coast. At least 13 deaths are blamed on the weather. In parts of Arkansas and Oklahoma, the ice is three inches thick. Tens of thousands of homes and businesses are without power -- including at least 85,000 in Arkansas and 40,000 in Kentucky. Schools and government offices were forced to shut down. One man in western Kentucky who's without power says the sound of the tree limbs snapping is "like gunfire." The storm is now threatening to barrel into New England. The New Hampshire Legislature has canceled tomorrow's sessions. Up to 15 inches of snow is in the forecast.
