MIDWEST CITY, Oklahoma -- The speed limit is 45 on Southeast 15th Street in Midwest City. But homeowners at the Oakwood East subdivision claim drivers fly past all the time.

Police say on Thursday, 18-year-old Anthony Clifton was driving 51-miles an hour when he slammed into a Dodge Shadow. The crash killed 23-month-old Kaylee Hilton.

"She was a sweet little girl who like to play and read talk," said Michael Paulsen, Kaylee's father.

Kaylee's accused killer, 18-year-old Anthony Clifton told police he was looking at a fountain and didn't realize the car in front of him was turning.

"I drive by that fountain everyday and it doesn't distract me," a neighbor said.

Court records show Anthony received a speeding ticket last November. On his Facebook page he talks extensively about a wreck he had three months ago and even shares pictures of the previous accident. Now the 18-year-old is facing negligent homicide charges.

"His eyes were in the wrong place he should've had them on the road, not on the fountain. I am sorry but in my opinion they need to be 21 years old when they get a driver's license," Chris King said.

While homeowners are angry, Kaylee's family is devastated.

"She liked Barbie dolls and love to sing to music," her dad said. Now instead of planning a Barbie party for her second birthday, Kaylee's family is raising money for a funeral.

Police told News 9 there haven't been any accidents in the area in the last ten months, nor have they received complaints. Authorities are telling homeowners in the area they can get a petition from the Traffic and Safety Commission about speeding in the area.
