Compliance Checks At MWC Massage Parlors Ends In Two Arrests

MIDWEST CITY, Oklahoma -- Midwest City police arrest two women after conducting compliance checks at four businesses Tuesday night.

Hu Juhua Ogarto, 40, and Dan Danzhao, 33, were both arrested on municipal complaints of unlawful solicitation. Police made the arrests during compliance checks at four massage parlors. Those checks were conducted after police received information and graphic Internet reviews of local massage parlors posted on websites.

According to police reports, undercover officers went to the Empress Massage at 6013 S.E. 15th Street, the Massage Parlor at 1200 S. Air Depot and two other similar businesses simultaneously. Once inside, officers negotiated prices for a "massage." However, the two arrested also offered to engage in illegal sexual activity.

Police arrested Ogarto at Empress Massage after she allegedly attempted to perform a sex act for money on an undercover officer. She was giving him a light massage at the time. Inside the Massage Parlor, police say Danzhao offered to take her top off to expose her breast. Police said she also offered to do everything for $100.00 except "boom-boom," meaning sexual intercourse.

"The naysayer will continue to debate we are wasting time and effort pursing what they perceive to be a victimless crime. However, when deviants provide graphic sexual reviews of massage parlors in your city on seedy websites, I think we are obligated to act," said Midwest City Police Chief Brandon Clabes. "Our obligation to the people we serve certainly will not stop with these arrests."

Both Ogarto and Danzhao were booked at the Midwest City Police Department and held in lieu of bond. Danzhao posted a $830.00 bond and was released Tuesday night. Orgarto was released on the same bond around noon Wednesday.
