A suspected flasher in Norman has been arrested twice in one week.
James Walkup is accused of exposing himself to kids at a bus stop in Norman and News 9 has found out that it is not his first time
In one week, two different police reports were filed against Walkup. Now in both cases he's accused of approaching the young girls, hollering to get their attention, dropping his pants and then running away.
Walkup lives just a few blocks away from where the two incidents occurred. Parents say they first arrested Walkup after he flashed two little girls playing at a nearby elementary school. Walkup immediately posted a $2,000 bond to get out of jail, but police booked him back in after a second report came of him flashing kids at bus stop just the week before.
Walkup's pattern of behavior stretches back as far as 2009 when he was convicted of exposing himself and then masturbating while driving down Memorial Rd. in Oklahoma City.
The charges were pleaded down to a misdemeanor, meaning Walkup did not have to register as a sex offender.
So neighbors in Norman say when Walkup moved into the area just three months ago, they had no idea he was a threat.
No other reports have been made since his second arrest, but during his arraignment the court enhanced his bond to $25,000. At last check he is still booked in the Cleveland County Jail.
