Police arrested that 63-year-old man at those apartments this weekend, where he allegedly exposed himself to a group of little girls playing outside.

All of the girls were under the age of 14.

Around 3 p.m. Saturday, the sidewalks were filled with kids playing outside, a typical weekend for families who live here.

"On weekends there's just a lot of kids running around, having a good time when it's nice," resident Yolanda Salas said.

But on the south side of the apartments in the 4300 block of S. Barnes, an unwelcome visitor showed up.

Police say 63-year-old Jay Frederick Spiel parked his car, got out, and dropped his pants, exposing himself to a group of little girls.

Police reports show he began smiling at the kids and waving his genitals at them.

Several of the girls were scared, got their parents, and they called police.

"Apparently there were a group of parents who had gathered there at that location and decided to hold that man until police got there, as he was trying to flee the scene," Sgt. Jennifer Wardlow said.

With the help of those parents, officers arrested Spiel, a lifetime sex offender.

He's been convicted of rape, lewd acts with a child and forcible sodomy in Cleveland and Pottawatomie Counties.

"It's concerning to me because I have nieces, nephews and my kids," Salas says, "How could somebody do that with kids around?"

Thankfully the kids were all okay, but parents here say they'll be watching over them closely the next time they go out to play.

Spiel is charged with five counts of lewd acts with a child. He's behind bars in the Oklahoma County Jail.
