Oklahoma Juvenile Affairs Contractor Accused Of Teen Sex Scandal

The Oklahoma Office of Juvenile Affairs trusted Susan Fraser with children under its agreement with a private contractor. On Wednesday, Oklahoma County prosecutors accused the 32-year-old woman of having sex with a 17-year-old boy who was in the agency's custody.

Fraser is facing two felonies of rape in the second degree. A felony warrant has been issued for Fraser's arrest, but she had not been arrested as of late Wednesday.

Prosecutors are accusing Fraser of having sex with the boy inside her car at a southeast Oklahoma City apartment complex and again at a motel off I-35 in northeast Oklahoma City.

A five-month investigation claims Fraser admitted to having consensual sex with the teenager. The boy also admitted to a second incident at the motel.

The Oklahoma Office of Juvenile Affairs told News 9 Fraser worked as a private contractor for the agency. Oklahoma City Police say Fraser worked as the program manager at the Sequoyah Enterprises facility in Enid. The teen was in state custody at the private facility in Enid from April of 2013 to November of 2013, according to a probably cause affidavit.

Court records indicate the Office of Juvenile Affairs suspended its relationship with Fraser in early November of 2013 and terminated her role with the state later that month. The Office of Juvenile Affairs contradicted the affidavit Wednesday, insisting that the private facility in Enid would have been responsible for terminating Fraser's employment.

Court documents claim the Office of Juvenile Affairs conducted an internal investigation into the sex accusations. Office of Juvenile Affairs spokeswoman Paula Christiansen denied her organization's involvement in the internal investigation. Christiansen told News 9 an investigation would be initiated by the Oklahoma Department of Human Services.

In Oklahoma, 17-year-old children can legally consent to sex with an adult. However, prosecutors say Fraser committed crimes because her victim was in her custody.
