A group of state lawmakers in Florida is working on a plan to prevent convicted animal abusers from offending again.
The idea is already being used in Marion County, Florida. It would create a registry for animal abusers that would be similar in structure to a sex offender registry. It would block offenders from adopting or buying animals in Florida.
