Spray a 9 x 13 baking pan with nonstick cooking spray.
Preheat oven to 375°.
In a sauté pan, add butter or butter flavored olive oil to the pan and sauté the mushrooms with garlic powder and onion salt.
Add fresh ground pepper to the sauté pan.
Cook until the mushrooms have reduced and then sprinkle with flour stir well and then quickly add the milk while you continue stirring to create a gravy sauce.
Stir in the cooked ground beef and the peas.
Remove from heat and line up tater tot‘s all over the top of the beef mixture.
Spray the tater tot‘s with nonstick cooking spray in place in the oven to cook for 30 minutes.
