Witness Describes Trooper-Involved Shootout In Woodward

A man inside a motel room captured video of the moment an Oklahoma Highway Patrolman was shot Sunday morning in Woodward.

“The officer was already outside his door with his weapon drawn, so I went back grabbed my phone and started recording,” Jared Kemp said.

The man behind the video, Jared Kemp was watching from his window as Trooper Austin Ellis tried to coax Arturo Ramirez from his car.

“Officer telling the shooter to keep showing hands, but he kept reaching for something,” Kemp said.

Kemp said seconds later Ramirez reached for a gun, unleashing a barrage of gunfire.

“I was more shocked than anything. I wasn't scared. I couldn't believe it was actually happening,” Kemp said.

Kemp said Trooper Ellis retreated to the rear of his patrol car where he returned fire.

“He ended up shooting a full clip and the shooter shot five more times,” Kemp said.

He said both men fired off several more rounds before driving away.

“So once he got back into his car the officer shot about 10 more times in the back of his window and that's when the driver took off and the officer followed him,” Kemp said.

Following the shootout, Kemp says he realized his car had been caught in the crossfire.

“Another coworker called me and he was outside walking around and he told me my car was hit,” Kemp said.

Trooper Ellis is recovering with a bruised rib after his vest stopped a bullet.  Ramirez was later taken into custody and treated for a gunshot wound to his hand.
