With the Governor's decision not to call a special legislative session, we now know what will happen to the $141 million still available from last fiscal year.

The reason this money is available in the first place is because the state imposed mandatory cuts on all agencies earlier this year, and it turned out they cut more than necessary; $141 million more.

There had been talk of using some of it, or all of it, to help pay for a teacher pay raise. There was also talk of prioritizing certain agencies over others, and dividing all the money up between just those agencies.

But the Governor and legislative leaders couldn't reach an agreement, meaning there will be no special session, and the money gets returned proportionately to all agencies.

These payments will be sent with each agency's September general revenue allocation.

Finance officials are trying to figure out what to do about the Department of Transportation; they were subject to mandatory cuts, like everyone else, but they don't receive general revenue allocations, and this is considered general revenue. So, as of now, ODOT isn't getting anything back.
