Two sex offenders are charged in the murders of four women including a metro mother.

Twenty-one-year-old Jarrae Estepp was found dead in southern California last month, and investigators said she may be the victim of serial killers.

Estepp's body was found March 14 on a conveyor belt at a recycling center in Anaheim, California. Police there connected two men to her murder, as well as the murder of three other women.

"Now that I know about the ankle monitors, anger," the mother of Estepp said.

Estepp's mother reacts to news that her daughter and three other women were murdered, while two men wore ankle monitors.

"The GPS was actually attached to the suspects during the commissions of the crime, yes," Anaheim Police Chief, Raul Quezada, said.

Twenty-seven-year-old Franc Cano and 45-year-old Steven Gordon, both registered sex offenders, were already under police supervision at the time of the killings.

Anaheim police said the men even checked in with officers every 30 days as required. But, police cannot explain whether authorities were aware of the suspects' alleged activity.

"Due to the complexity of the investigation, we're not at liberty to speak on those," Charles Dangerfield with the California State Department of Corrections said.

Police said Estepp had only been in California for six days but became a regular in an area known for prostitution before being found dead.

The discovery of her body was a big break in the cases of the three other women involved in similar activities.

Cano and Gordon were arrested following a joint investigation by police in Anaheim and Santa Ana Friday.

Authorities said GPS devices and cell phone records helped tie the cases together.

Cano and Gordon were each charged with four felony counts of murder and rape. The men could face life in prison or the death penalty.

California authorities are still looking for more potential victims across the country.
