Police arrest a man accused of being high on PCP and leaving his children alone inside his southwest Oklahoma City apartment.
It happened just after midnight on Saturday, February 22 when police were called to the Penn Grand Apartment complex at 3600 S. Pennsylvania Avenue. According to a police report, someone reported a man "acting crazy" in the parking lot of the complex.
When officers arrived, they found the man shirtless and "flopping around on the ground." That man was later identified as 50-year-old Jerry Louis Bynes.
Officers say Bynes had a hard time understanding them and smelled of ether, leading them to believe he was under the influence of PCP.
Officers later found Bynes's 4-year-old son walking outside and alone around the complex wearing only a t-shirt and shorts in 42 degree weather. Bynes' daughter was found sleeping in the apartment alone.
The police report states officers believe Bynes left the apartment after smoking PCP and his young son followed him. The children were not injured and released to their mother.
Bynes was taken to a local hospital for treatment, then later booked into the Oklahoma County jail on complaints of child endangerment. Bynes was previously convicted in Oklahoma County for possession of a controlled and dangerous substance.
