Man Dressed Only In Underwear Arrested In OKC Park

Worried parents called Oklahoma City police on July 26 when they saw a man in his underwear sitting in Reed Park near N.W. 12th Street and May.

According to a police report, Leo Ray Downing was wet from head to toe when an officer arrived at the park. Parents told police Downing had been at the park for more than hour and had spent some time on the sprayground. One mother told the officer Downing spoke to some of the children and asked them to come over to him, but he had not made any sexual gestures or comments.

An officer questioned Downing, asking him if he thought it was appropriate to be in the park watching children while only wearing his underwear. Downing replied they weren't his underwear, but shorts. The officer said when Downing spoke, his speech was slurred and there was an odor of alcohol on his breath.

The officer asked Downing to perform a series of sobriety tests, but Downing said he couldn't because of a recent car accident. The officer informed Downing he was going to be arrested, but according to the police, report Downing refused to comply.

The officer said he and Downing began to struggle, and the officer knocked Downing to the ground. Downing hit the ground face first, scraping his eye and cheek.

The officer said Downing still continued to resist, so he sprayed him with pepper spray and was finally able to place him in handcuffs.

Downing was booked into the Oklahoma County jail for public drunkenness and resisting arrest.
