BARTLESVILLE, Oklahoma -- A 20-year-old Bartlesville man has been arrested on a complaint of assault with a dangerous weapon and felony hit and run following an incident involving a pedestrian.

According to a court affidavit, two witnesses told Bartlesville Police they saw a car strike one of their neighbors who was walking in the street Tuesday night.

The witnesses told officers the driver appeared to swerve on purpose in order to strike the pedestrian.  One witness also told police the car was the same one he'd seen a few hours earlier driving slowly through the neighborhood and that the driver had been wearing black and white face paint at the time.

One witness told police the car dragged the man about 100 feet, then backed up and drove off as the occupants yelled "Woop, woop."

One of the witnesses approached the victim, identified by police as Johnathan Woods, and called 911.  Police say Woods was taken to the hospital with bleeding abrasions all over his body.

Bartlesville Police say they located the car a short time later.  They arrested the driver, Andrew Joseph Davis.  They say his passenger was a 17-year-old male.

The officer said Davis was wearing black and white face paint at the time of his arrest.

Davis told the officer he had been punched in the face by the victim and was attempting to get away in his car when the incident occurred.

After he was booked into jail, sheriff's deputies made Davis wash off the face paint.
