OKLAHOMA CITY -- City leaders are considering a new law to allow Oklahoma City police to use a boot on cars with outstanding parking tickets.

The new law would allow police to put a boot only on cars tied to $250 or more of unpaid tickets.

The average parking ticket fine is about $15. Currently in Oklahoma City, there are nearly $4 million worth of outstanding tickets. One hundred thirty-seven people own more than $250.

"There are some that don't pay that are really what we call repeat offenders and those are the ones this is targeted after," said Larry McAtee, Oklahoma City city councilman.

Violators won't be able to drive off until their fines are paid. They'll have four hours before police impound the car.

"People should make right their obligations when they are assessed fines or penalties that are just," said Oklahoma City Police Captain Patrick Stewart.

Police and city leaders said they hope just the threat of the boot will force people to pay what they owe and realize it's all for the good of the city.

"If they're not held accountable for their actions then who's to say they can't park at that parking meter all day. They're disrupting the flow of traffic in the downtown area," said Kandi Wilson, Oklahoma City police.

Before using the boot, the city would warn people by mail, and they'd have a hearing to declare the vehicle a nuisance.
