Dashcam footage captured an accused shoplifter's daring dash from authorities.

Edmond police said the Nov. 22 chase began outside a business at 2201 N. Danforth.

Mark Owens, 41, is accused of stealing $600 in merchandise and then leading officers on a 30-minute chase.

Jennifer Wagnon, Edmond police spokeswoman, said officers arrived to the store just as Owens was leaving with the stolen merchandise.

An officer tried to stop him but he sped off traveling westbound on Danforth.

"He ran a red light and kept running into Oklahoma City," Wagnon said.

The officers got a good look at the license plate so they pulled back on the chase.

Oklahoma City police chased the suspect from May and Hefner back into Edmond.

"You can see in the video there are Oklahoma City officers and Edmond officers in this pursuit heading southbound on Broadway toward Danforth," Wagnon said.

The busy intersection would put many in danger.

At that point, Edmond police decided to use tactical vehicle intervention (TVI) to stop the suspect.

"It had just gone on for so long ... that's when our officers went ahead," Wagnon explained the department's policy allows for the use of TVI when there is no danger to the public. "It was perfect timing, it’s a four lane road, there wasn't any traffic out, they had the opportunity so they took it."

The video shows the patrol car tapping Owens. He can be seen throwing his hands up and off the steering wheel.

Police said he surrendered peacefully when his car came to a stop.

Owens was arrested on complaints of petty larceny, eluding officers, assault with a deadly weapon for allegedly trying to run over an officer, and drug charges.
