OSBI Makes Arrest In 2012 Murder Of A Moore Man

The Oklahoma State Bureau of Investigation says a man has been arrested and jailed for the 2012 death of a Moore man.

OSBI agents assisted the Texas Rangers in arresting 30-year-old Billyjack Luther Phillips for first degree manslaughter in the death of 44-year-old William Cooksey.

In April 2012, Cooksey was found dead in his driveway at 1406 Sequoyah in Moore, Oklahoma. The Moore Police Department launched an investigation and requested the assistance of the OSBI.

According to Moore PD, two palm prints were collected on a truck near the victim’s body. And recently, the Automated Fingerprint Identification System matched those prints to Jason Louis Lane Diamond.

OSBI agents located Diamond and learned he was roommates with Phillips at the time of Cooksey’s death. He told special agents that Phillips asked him to drive to Cooksey’s home to collect his mother’s belongings, saying his mother and stepfather had been fighting. When the two men arrived at Cooksey’s home, they started a physical fight.

Both Diamond and Phillips hit Cooksey several times. And Diamond told special agents Phillips “stomped and kicked” Cooksey before they both left the area to their home in Dallas, TX.

The medical examiner determined Cooksey died from "blunt force trauma in conjunction with possible asphyxia due to the assault".

Phillips is now being held in the Collin County Jail. No word yet if a bond has been set.

OSBI says the arrest of Diamond is imminent.
