Oklahoma City police arrested a man after they found two malnourished dogs inside his apartment.

Kevin Eugene McCollom, 58, has been booked into the Oklahoma County jail on a complaint of cruelty to animals.

According to police, at about 10:45 a.m. Tuesday, an animal welfare officer reported to police that McCollom has been neglecting his two dogs and not giving them necessary food or water.

Officers spoke with McCollom, who said he does not have the money to take care of his two dogs. Officers said they saw two dogs in the bathroom of the apartment. Both of them looked extremely malnourished.

The dogs appeared to have been without food or water. Officers said they could see their ribs and their hip bones extrude through the skin in a grossly manner.

McCollom is being held on $2,000 bond.
