An Edmond man is now facing charges after posing as an employee of the CIA and Department of Homeland Security Friday, after trying to enter onto the Edmond North campus. And school officials say it’s not the first time he identified himself as an agent.

School officials say Richard Carsins, 46, of Edmond, arrived on campus Friday morning, and claimed to be an agent ready to take action in order to offer special protection for North High School. Carsins was not in possession of any identification supporting his claims.

That’s when school officials contacted law enforcement.

The Edmond Police Department and members of the Oklahoma City FBI Joint Terrorism Task Force responded. After an investigation, Carsins was arrested for impersonating a federal officer.

The principal of Edmond North sent a letter to parents about the incident.

A federal complaint was filed Friday afternoon in court. Carsins will remain in custody until his court date set for Wednesday, October 14.

If Carsins is convicted, he could face up to three years in prison.
