Oklahoma City police arrested an intoxicated man on an animal cruelty complaint, after he was seen abusing a 6-month-old puppy by throwing it onto the concrete and punching it.

According to police, at 9:10 p.m. Thursday, officers responded to reports of a man beating a dog in the parking lot of Phillip 66, located at S.E. 44th and Interstate 35.

When officers arrived, they located the suspect, 41-year-old Tony Lynn Fisher, his wife and a 6-month-old puppy. Officers said Fisher was very intoxicated and had a strong odor of alcohol on his breath.

Multiple witnesses at the scene told police that Fisher was beating the dog “very badly.” They said Fisher picked the puppy up over his head and aggressively threw the dog onto the concrete, causing the dog to whimper.

Witnesses also reported seeing Fisher punching the puppy repeatedly. Fisher’s wife told police that Fisher got mad because the dog “doesn’t always do what he wants it to.”

According to police, the dog was very small and looked more like it was two to three months old. It also appeared to only weigh about 20 to 25 pounds at the most. Officers said the puppy was very passive and had a very closed-off demeanor to other people.

Fisher was arrested and booked into the Oklahoma County Jail on complaints of animal cruelty and public drunkenness. He is being held on $2,000 bond.

Animal welfare officials responded to the scene and took custody of the puppy.
