Charges were filed Thursday, against a former Luther city councilman for ordering inmates to steal copper from Oklahoma County tornado sirens.

The Oklahoma County Sheriff's Office says 66-year-old James Richard Smith of Luther, paid three inmates to remove the copper and aluminum from six tornado sirens during a citywide cleanup back in October of 2014.

An investigation into the theft began in May of 2015.

According to court documents, Smith personally sold the metals at a Lincoln recycling center for $160.

Smith was arrested and taken into custody June 4.
