Oklahoma City police arrested an intoxicated man accused of harassing children at an apartment complex Friday afternoon.

According to police, just before 5 p.m., officers responded to the incident at an apartment complex in the 7500 block of Knight Lake. Several people told police that an intoxicated man had been talking to children inappropriately while driving through the parking lot.

Several residents said the man, later identified as 42-year-old Kevin Balch, had told a 13-year-old girl she looked good and tried to get her to go into an apartment with him.

A tenant told the officers that Balch was in her apartment. She said Balch watches her baby from time to time, but she wanted him out of the apartment because he had trashed the place.

An officer walked into that apartment and saw Balch sleeping on the couch. Balch resisted when the officer tried to arrest him. After a struggle, Balch was taken into custody. The officer suffered cuts to his lip and hands.

Balch was booked into the Oklahoma County Jail on several charges, including lewd acts with a child, assault and battery on a police officer, and public drunkenness.
