Charges have been filed against an Oklahoma man who is accused of making a pipe bomb and possessing stolen railroad tracks.

According to Midwest City police, at about 4:15 a.m. on Wednesday, June 25, officers stopped a vehicle driving left of center in the 500 block of N. Douglas Blvd. Police say the driver, 27-year-old Christopher John Tollers, was transporting an 18 feet wooden trailer with two cut welded section of railroad tracks about 16 feet in length.

In the trailer, officers say they also saw an acetylene oxygen torch that has the ability to cut through steel. Attached to the front of the trailer was a battery powered winch connected to a car battery beside it.

With these items, police say Tollers had the ability to weld through the tracks, attach the winch to the tracks, and drag the sections of tracks onto the trailer.

Officers later found out that the tracks belonged to AOK Rail Road. Police say Tollers did not have any documentation or credentials allowing him to take the railroad tracks.

Tollers gave consent for the officers to search his vehicle. During the search, officers found a previously detonated IED pipe bomb. Police say they also found all the necessary components in his vehicle to rebuild an active pipe bomb with the ability to attach a motion sensor trigger, creating a "booby trap IED."

Tollers admitted to making the bomb at his home in Choctaw. However, he said he found the railroad tracks already cut and lying on the ground at a property.

Tollers was arrested and booked into the Midwest City Jail. On Thursday, July 3, he has been charged with manufacturing, selling, transporting or possessing any explosive device and the possession of stolen property.
