Parents Arrested After Toddler Found Wandering SE OKC Streets

Two parents are arrested after their one year old child was found wandering the streets in southeast Oklahoma City.

Two parents are arrested after their one year old child was found wandering the streets in southeast Oklahoma City.

Police were called to the 800 block of S.E. 42nd Street on Saturday afternoon after someone reported a young child walking in the street. When officers arrived on scene, they saw a toddler girl walking down the street, wearing only a dirty diaper. She was walking with several large dogs.

An officer said despite the dogs growling and barking at him, he managed to pick up the child and take her to the house where the dogs ran. Police say a 17-year-old at the home told police he was watching the children while his mother and step-father went to a funeral. He said the little girl found a way out while he was sleeping. Police say there were at least eight other children in the house.

After the teen put the five dogs in a back bedroom, the officer checked on the welfare of the other children. According the police report, the officer said the home was filthy with no running water and little food.

A short time later, the parents, Jeffrey Lamb, 39, and Shana Kennedy, 41, returned and officers took them into custody. They were booked into the Oklahoma County Jail on charges of child abuse and neglect.

All of the kids were placed with other family members.
