Oklahoma City police arrested a homeless man Wednesday afternoon on animal cruelty charges, after officers found two dogs tied up to a tree without access to food or water.

Oklahoma City police arrested a homeless man Wednesday afternoon on animal cruelty charges, after officers found two dogs tied up to a tree without access to food or water.

According to police, officers were responding to a disturbance at a transient camp near N.W. 5th and Miller Ave., when they found two dogs tied up to a tree and another one inside a tent. There was no water or food near the dogs.

Officers spoke with the owner of the dogs, 30-year-old John Paul Davis, who lives at the camp. He was then arrested on several charges, including two counts of animal cruelty.

The Oklahoma City Animal Shelter took custody of the dogs.

The property owners told police that no one had permission to live there. The Oklahoma County Health Department marked the area as unsafe for human habitation.
