OKC Man Accused Of Intentionally Running Over, Killing Victim

Police have arrested a suspect accused of killing a man by driving his pickup truck over the victim after the two had a fight in southwest Oklahoma City.

Witnesses called police to the 900 block of S.W. 59th Street on October 7 around 11:15 p.m. Officers found victim 25-year-old William Chotkey. He'd been run over by a truck and was seriously injured. An ambulance rushed him to OU Medical Center.

After speaking with witnesses, police learned Chotkey had been involved in a physical fight with 22-year-old Oswaldo Frasquillo. Investigators say during the altercation Frasquillo climbed into his truck, intentionally ran over Chotkey and drove away from the scene.

Frasquillo called 911 the next day and turned himself into police. He was booked into the Oklahoma County jail for assault with a dangerous weapon.

When police learned Chotkey had died from his injuries the night of October 8, the complaint against Frasquillo was amended to first-degree murder.
