They say they weren't notified about his death until four days after it happened. Howard died after leading police on a chase. Police officers say he resisted arrest, so they used force to get him under control. Police took Howard to a hospital where he later died.
On Tuesday, during the council meeting, Chief Bill Citty admitted an error was made.
"By the time the investigation went to homicide and they released next of kin hadn't been notified, it was four days later and they made notification at that point," said Chief Bill Citty, Oklahoma City Police Chief. "So, the police department in that regard did drop the ball."
The medical examiner ruled Robin Howard's death a homicide and said he died of acute pneumonia due to blunt force trauma.
The two officers involved in the arrest are currently on restricted duty.
