Police arrested a Tulsa woman Saturday after a witness reported seeing her kick a 3-year-old down a stairwell and beat it with a belt.

According to an arrest report, when Tulsa police arrived to the Highland Park Apartments, 5535 E. 47th St., the toddler was naked, wet and wearing only a blanket. She was shaking and bleeding from multiple lacerations on her back, shoulders, arm and her head, investigators said.

A witness identified Lashonda Tashia Cummings, 24, and said after beating the girl, Cummings went into an apartment, began yelling at the child and the child was screaming.

When officers arrived at the apartment, Cummings told police, "If you don't have a warrant, you can't come in," then shut and locked the door, the arrest report said.

Police said they told Cummings that due to the safety of the child, they didn't have to have a warrant. Cummings then unlocked the door and allowed TPD inside, the arrest report said.

The girl was standing in the middle of the living room, naked and injured, the report said. She was taken into Department of Human Services custody.

Cummings in is the Tulsa County jail on a felony child abuse complaint, which carries a $100,000 bond. She also had outstanding traffic warrants.

Cummings previously was convicted of obtaining money by false pretense, a felony, and two misdemeanors -- falsely reporting a fire and malicious injury to property.
